The National Plan for Music Education (2012-2020)

The National Plan for Music Education is a DfE policy. The Herefordshire Music Education Hub and Herefordshire Music Service, together with Herefordshire schools are expected to deliver this. The DfE states which opportunities we need to offer/provide with our Music Education Grant. These are in two categories as below and show how we are delivering them.


Core Roles (provision which pupils must have access to):


  • Ensure that every pupil has the opportunity to learn a musical instrument through whole-class ensemble teaching. HMS will provide this through our Wider Opportunities programmes.​

  • Ensure clear progression routes are available and affordable. HMS will provide this through the Accredited Teacher Scheme (the most cost-efficient instrumental teaching system in the country). Our Wider Opportunities programme has a continuation second year. In addition, the service will also ensure that our ensembles support this.

  • Provide opportunities to play in ensembles from an early stage. HMS has a highly valued Music Centre (Herefordshire Youth Music) where pupils can join as soon as they can play five notes up to County Youth Orchestra level. In addition, many of our Accredited Teachers direct or support school based ensembles. County Youth Choir provision was launched in January 2017.

  • Develop a singing strategy. HMS commissions various organisations to deliver cluster based projects and concerts. In addition, the singing strategy is incorporated into the Wider Opportunities programme. Other events are also occasionally offered.

Extension Roles (provision which we should try to offer pupils if we can):


  • CPD to school based staff. We are planning our next (annual) School Music Conference, focussing on CPD. We offer a free annual visit and health check to any school to look at your music provision (through our MOT). We are happy to provide or support any other requests.


  • Provide an instrumental loan service, with discounts for those on low incomes. HMS will continue to provide an excellent instrument loan service to parents and schools. Where the school is in receipt of pupil premium for a child from a low income family, the child is entitled to free instrument hire (subject to availability).


  • Provide access to large-scale/high quality musical experiences. HMS will continue to provide performance opportunities at the Shirehall and Courtyard Theatre for both HYM and schools. In addition, our partnerships will support continued joint projects at other venues e.g. Hereford Cathedral, Symphony Hall Birmingham etc.
